Oil and gas lessees and operators or
operating rights owners are required to comply with their lease
agreements to monitor oil and gas drilling and production
activities on nearby lands to determine whether there are any
potential producing wells draining their Federal leases that would
result in lower royalties to the Federal Government. If drainage is
occuring the lessee or operating rights owner must notify BLM of
plans for drainage protection. Respondents are oil and gas
companies, lessees, operators, operating rights owners, and
individuals.
