Approved as a
generic clearance for quick-turnaround WIA surveys with the
following procedures for individual clearances: (1) DOL shall
submit a "change worksheet" (83-C), along with description of the
study and all supporting documents necessary for OMB to fully
review the study. The 83-C must account for any increased burden
based on the individual studies if it is not already accounted for
in the burden estimates for the generic package. (2) OMB will have
15 working days to review the package and submit any questions
and/or comments to DOL. OMB and DOL will then work cooperatively to
come to conclusion on any outstanding issues prior to OMB clearance
of the individual study. (3) If a WIA study is judged to be outside
the scope of the generic clearance, DOL will submit it under normal
clearance procedures. Upon resubmission, DOL must summarize the
uses of the generic clearance and how useful these surveys have
been.

ETA seeks an extension of clearance to
collect data from state workforce agencies and local workforce
investment areas on a quick turnaround basis. ETA proposes to
conduct 8 to 20 short surveys of up to 30 questions that would
provide timely information identifying the scope and magnitude of
various practices or problems nationally. The surveys are needed to
understand key operational issues in light of the Administration's
policy priorities and the coming reauthorization of WIA and of
other partner programs. Information from the surveys would used by
ETA to fulfill....
