Approved as a
generic clearance for quick-turnaround WIA surveys with the
following procedures for individual clearances: (1) DOL shall
submit a "change worksheet" (83-C), along with a description of the
study and all supporting documents necessary for OMB to fully
review the study. The 83-C must account for increased burden based
on the individual studies if it is not already accounted for in the
burden estimates for the generic package. (2) OMB will have 15
working days to review the package and submit any questions or
comments to DOL. OMB and DOL will then work cooperatively to come
to conclusion on any outstanding issues prior to OMB clearance of
the individual study. (3) If a WIA survey is judged to be outside
the scope of the generic clearance, DOL will submit it under normal
clearance procedures. Approved for 1 year in order to determine
exactly what types of surveys are submitted under this generic
clearance. Upon resubmission, DOL must summarize the uses of the
generic clearance so far and how useful those surveys have
been.

ETA seeks to collect data from state
workforce agencies and local workforce investment areas on issues
relating to governance, administration, funding, service design,
and delivery structure of workforce programs authorized by WIA. In
light of its needs for information on WIA operations on a
quick-turnaround basis, ETA is seeking clearance for a series of 8
to 20 short surveys to be administered over the next 3 years. Each
survey will be designed on an ad hoc basis over the 3 year period
and will focus on emerging topics of pressing policy
interest.
On behalf of this Federal agency, I certify that
