NCHS will
continue to submit individual requests via email to OMB of plans to
conduct collections under this generic clearance. OMB will provide
feedback via email within 10 days of each request. Approval is NOT
given to pay $50 for regular, routine cognitive laboratory
interviews. Rather, NCHS is permitted to offer a standard
remuneration of $40; requests to provide a higher remuneration must
be fully justified and will be evaluated on a case-by-case basis.
NCHS shall provide an annual summary of prior year test activities
that were conducted under this clearance. This summary shall
include a description of the surveys tested, the research methods
used, the results, the number of respondents included in each test,
and the renumeration paid. Additional information such as
demographic profiles of respondents and recruitment methods would
be welcome.

This submission describes proposed
activities of the NCHS Questionnaire Design Research Laboratory.
Survey specific research activities include questionnaire testing
and development for NCHS, other CDC CIOs, and other Federal
agencies. General methodological research on the cognitive aspects
of survey methodology and studies of optimal design for the
presentation of health data will be pursued. Methods for data
collection include cognitive interviewing, focus groups, pilot
household interviews, and Internet surveys.
