6/2004, SAMHSA: a) submits to OMB a report summarizing incentive
payments made to facilities by category (e.g. access,"critical"
enhancements, piece rates, and performance incentives) and minimum
to maximum ranges by facility: and b) SAMHSA briefs OMB at two
appropriate "benchmark" dates on any issues arising from the DAWN
redesign, including survey training, implementation experiences,
ongoing quality controls, etc.; and 2) no later than 1/2003, SAMHSA
once again evaluates the feasibility of linking significant data
variables from past DAWN surveys to data collected under the DAWN
redesign.

DAWN collects data on drug-related
medical emergencies and deaths are reported from approximately 660
hospitals and medical examiners nationwide. Used by Federal, State,
and local agencies, the ongoing data system supports efforts to
identify drug abuse trends, assess heatlh hezards associated with
substance abuse, and schedule substances under the Controlled
Substances Act. This submission reflects a new sample design and
revised reporting forms.
On behalf of this Federal agency, I certify that
