NARA should
continue its efforts to incorporate this collection into the grant
streamlining/e-government process. Before expirati on of this grant
application approval, NARA should transition this application to
the governmentwide "generic" application package. That package
should be available to agencies by October, 2003. If it is not
appropriate for this package to be included in the streamlined
grant package because of a particular aspect of of this grant
program, NARA should explain the reasons in detail to OMB in order
to receive clearance on a different application process. OMB is
giving a 3 year clearance, with the understanding that NARA will
submit any updates or revisions to this collectio n to OMB for
review during these 3 years as NARA makes the transition to the
generic application.
