the following terms: (1) Hunger prevalence estimates should not be
justified with item-response theory in future food security
publications. (2) Prior to the next submission, USDA will develop
and come back to OMB with a method for measuring hunger prevalence
that is justified with conventional rules of evidence that do not
refer to the model or an unobserved phenomenon, designated "food
insecurity," that the model is supposed to be measuring. An expert
research panel and cognitive testing should be initiated before the
next clearance. (3) As part of the above, USDA should develop
better frequency and duration measures. (4) USDA shall share a
draft copy of any reports stemming from this data collection with
OMB prior to public release.

The Supplement will collect data on
food expenditures; food- assistance-program participation; food
sufficiency; and concerns, experiences and behaviors related to
household food adequacy that will aid USDA in assessing and
improving food assistance and nutrition programs and in assessing
the extent food insecurity in the US.
