8/22/02. DOL has agreed to implement a standard for customer
satisfaction survey response rates of at least 70%. DOL has
indicated that they believe that the majority of states can achieve
this 70% response rate if the states are given technical
assistance, which will be provided by DOL. OMB is clearing the full
package for one year to determine if this 70% response rate has
been achieved by a majority of the states; if it has not been
achieved, upon resubmission DOL shall propose additional solutions
to allow states to demonstrate valid customer satisfaction data
(possibly including a protocol for non-response bias studies).
