collection request is not approved. OMB notes that the ICR package
submitted accounts for burden associated with EPA's proposed WRAP
rule. EPA submitted this package as a revision to the ICR
associated with the Regional Haze Rule. When EPA revises the
information collection associated with the Regional Haze rule (due
to expire in 9/2002), the Agency should incorporate this
information collection package (EPA #1813.03) but should not
include the burden hours in its total burden request. When the WRAP
rule is finalized, EPA should then revise the Regional Haze ICR to
incorporate the hours associated with the WRAP rule.

This regulation is for an action
anticipated by the regional haze rule that EPA published in July
1999. One portion of the region- al haze rule was an optional
visibility protection program for 9 Western States. Part of this
rogram for the West, a long-term program to reduce stationary
source emissions of sulfur dioxide, was incomplete at the time of
the 1999 rule.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
