This ICR is
approved for three years. This ICR estimates burden for those
activities believed to occur before 2002, namely, the activities of
the 9 western States covered by Section 309(d) of the Regional Haze
Rule. Future requests for extension of this ICR will include burden
estimates for activities that will occur after 2002, including
activities by those States not covered by Section 309(d) of the
Regional Haze Rule. Befure resubmission of this ICR, the agency
should reassess the estimates of burden taking into account State
experience with the covered activities.

The time period covered in this ICR is
the 3 years after promulgation (mid-1999 to mid-2002). While
relatively few requirements of the regulation are triggered during
this time period, some optional activities may begin in this time
period in order to meet deadlines that occur after this time
period. Primary activities subject to analysis in this ICR include
beginning efforts by nine western States who choose to prepare a
SIP to meet the optional requirements of 309(d), which are due by
December of 2003, rather than the requirements of section 308,
which are due either 1 or 3 years after PM 2.5
desginations.
