This will provide for the
establishment of a program which non- govt facilities (such as
commercial labs and private inspection svs) can become accredited
by APHIS to perform specific lab testing or phytosanitary
inspections that could serve as the basis for issuing Federal
phytosanitary certificates phytosanitary certificates for reexport
or export certificates for processed plant products. This will
provide additional qualified personnel and lab facilities to
conduct export certification activities, thus relieving some of the
demand placed upon the limited resources by increasingly
stringent
