This will provide for the
establishment of a program in which non-Government facilities (such
as commercial laboratories and private inspection services) can
become accredited, by APHIS, to perform specific laboratory testing
or phytosanitary inspections that could serve as the basis for
issuing Federal phytosanitary certificates, phytosanitary
certificates for reexport, or export certificates for processed
plant products. This will provide additional qualified personnel
and laboratory facilities to conduct export certification
activities, thus relieving some of the demand placed upon the
limited resources by increasingly....
