Extension without change of a currently approved collection
This collection
is approved. OMB questions the need for respondents to retain
information for five years. EPA should reconsider this requirement
and amend it as appropriate. OMB notes further that the cost
estimate associated with this collection and reported in block 14
of the 83-I appears to be erroneous. In particular, OMB notes that
the cost estimates contained in the supporting statement do not
appear to be properly discounted. EPA should revise its cost
estimate, also explaining how the costs have changed since the
previously approved collection.

Information collected under this
rulemaking is necessary to implement the requirements of the
Significant New Alternatives Policy (SNAP) program for evaluating
and regulating substitutes for ozone-depleting chemicals being
phased out under the strato- spheric ozone protection provisions of
the Clean Air Act (CAA). Under CAA Section 612, EPA is authorized
to identify and restrict the use of substitutes for class I and
class II ozone-depleting substances where EPA determines other
alternatives exist that reduce overall risk to human health and the
environment.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
