Information collected under this
rulemaking is necessary to implement the requirements of the
Significant New Alternatives Program (SNAP) under section 612 of
the Clean Air Act Amendments of 1990. Section 612 requires that
ozone-depleting substances shall be replaced, to the maximum extent
practicable, by substitutes that reduce overall risks to human
health and the environment. Affected parties are likely to include
producers, vendors, and end users of substitutes for
ozone-depleting chemicals.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
