This ICR for the
Significant New Alternatives Program is approved under 5 CFR 1320
for three years. When EPA resubmits this ICR it shall provide an
explicit explanation of how the 15 day completeness review period
and the 90 day petition review period begin and conclude, as is
discussed in the Preamble to the final rule.

RULEMAKING IS NECESSARY TO IMPLEMENT THE REQUIREMENTS OF THE
SIGNIFICANT NEW ALTERNATIVES POLICY (SNAP) PROGRAM UNDER PARAGRAPH
612 OF THE CLEAN AIR ACT AMENDMENTS OF 1990. AFFECTED PARTIES ARE
LIKELY TO INCLUDE VENDORS AND END-USERS OF SUBSTITUTES FOR
OZONE-DEPLETING CHEMICALS.
