consistent with ED's memo to OMB of 6/29/99 and 7/1/99. In
addition, the following terms apply: (1) In the next submission for
clearance, ED will implement the D-U-N-S as a universal numeric
identifier for institutions participating in the IPEDS data
collection. If ED cannot implement by this time, ED will include a
specific strategy for implementation of the single identifier. (2)
In the next submission for clearance, ED will make every possible
effort to implement IPEDS through a web-based collection. ED will
report to OMB on the results of the pilot web collection for IPSFA
and indicate further steps, if any, that need to be taken in order
to complete the transition for IPEDS to the web.

IPEDS is a system of surveys designed
to collect basic data from approximately 10,000 postsecondary
institutions in the United States. The IPEDS provides information
on numbers of students enrolled, degrees completed, other awards
earned, dollars expended, and staff employed at postsecondary
institutions. The amendments to the Higher Education Act of 1988,
part C, section 131, require NCES to provide cost and pricing
information from postsecondary institutions. As a consequence, in
1999, the IPEDS is proposing piloting a web-based data collection
for this information in addition to the paper forms previously
cleared.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
