addition, ED agrees to the following terms: 1) In the next
submission of this paperwork (or by academic year 2001 - 2002), ED
will require respondent to report based on the new race/ethnicity
categories (as they appear in the 10/30/97 federal register); 2) In
that some respondents will have the capability to report on the new
categories prior to academic year 2001 - 2002, ED will provide
respondents with sufficient guidance (e.g., written instructions or
alternative reporting formats), so that respondents will have the
option to report on the new categories prior to academic year 2001
- 2002; 3) In order to both maximize utility of the forms and
reduce burden on respondents and because such information is
accessible from alternative sources, ED will, in time for the
academic year 1999 - 2000, remove all questions from IPEDS forms
that ask for information on Congressional Districts.

IPEDS constitutes the core of NCES'
postsecondary education data collection program and helps NCES meet
its mandate to report full and complete statistics on the condition
of postsecondary education in the U.S. IPEDS provides data on a
broad range of topics including postsecondary enrollments, faculty
and staff, programs, degrees awarded, number and types of
institutions, finances, and information on time to
degree/graduation rates. Because IPEDS is a system of surveys, it
makes it possible to develop a more comprehensive perspective of
postsecondary education than any single component could
provide.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
