The regulation requires: (1) Handlers
of PCB waste to obtain ID numbers from EPA; (2) PCB waste be
manifested, using ID numbers; (3) discrepancies in manifested waste
be reported to EPA; (4) commercial storers of PCB waste submit
closure plans and financial assurance for EPA approval of their
facilities; (5) users, storers, and disposers keep records of their
PCB activities; and (6) third-party notifications.
