This ICR is the
renewal of EPA's existing PCB notification and manifesting
activities which now includes third party notifica- tions
(labelling). It does not cover changes in information requirements
associated with EPA's ongoing rulemaking for PCB disposal as
several commenters believed. EPA will submit a separate ICR for
that rulemaking. During development of the final rule, EPA shall
confirm that per PCB containing unit burden is consistent with
respondent experience.

The regulation requires: (1) handlers
of PCB waste obtain ID#s from EPA; (2) PCB waste be manifested,
using ID#s; (3) dis- crepancies in manifested waste be reported to
EPA; (4) commercial storers of PCB waste submit closure plans &
financial assurance for EPA approval of their facilities; (5)
users, storers, and disposers keep records of their PCB activities;
and (6) 3rd party notifications.
