The FCC has
approval for two versions of the FCC Form 312 -- as contained in
Appendices B and C of this submittal. Both forms ar e approved for
three years -- but the FCC can annotate the April 21, 1997 version
(Appendix B) with an appropriate expiration date or version date.
The FCC should take steps to ensure that there is no confusion as
to what form filers must use. The FCC must also modify the PRA and
Privacy Notice so that it reflects the FCC-OMB agreed format. In
particular, the FCC must provide a more specific reference to the
Telecommunications Act and also include the language required by
the Debt Collection Improvement Act. Page 2 of the instructions
still refers to filing fees -- the FCC should ensure that the
instructions of the revised FCC 312 reflects use of the FCC 159 and
include directions to that effect.

Rules, policies, and form changes have
been adopted to implement the World Trade Organization Basic
Telecommunications Agreement. The proposals permit
non-U.S.-licensed satellite services to be considered in the United
States. Non-U.S.-licensed entities would be permitted to file
Letters of Intent for satellite space stations. Modifications to
the FCC form 312 have been adopted to incorporate questions for
Non-U.S.-licensed entities and to correct omissions on previous
versions.
