The FCC has
permission to delete the expiration date provided a version date is
used. The FCC shall also encourage electronic filing. The FCC shall
also revise the FCC 312 form to include specific citation of
Telecommunications Act authorities and routine use of this
information, including uses related to the Debt Collection Act. The
FCC has continued approval to collect the information under its
current rules as well as for the modifications proposed in this
submission (Appendices A and B).

Rules, policies, and form changes have
been proposed to implement the World Trade Organization Basic
Telecommunications Agreement. The proposals permit
non-U.S.-licensed satellite services to be considered in the United
States. Non-U.S.-licensed entities would be permitted to file
letters of intent for satellite space stations. Modifications to
the FCC form 312 have been proposed to incorporate questions for
Non-U.S.-licensed entities.
