The 1998 SPD is a person-based survey
designed as an omnibus data collection vehicle that can provide the
basis for an overall evaluation of how well welfare reforms are
achieving the aim of the Administration and the Congress and
meeting the needs of the American people. The 1998 SPD measures
features of the welfare program, both programs being reformed and
those that remain unchanged. Also measured are other important
social, economic, demographic, and family changes that reflect the
effectiveness of the welfare reforms.
