This survey is
approved until 12/31/97 subject to the following conditions: 1) The
use of incentives in the poverty stratum will be a test. A fraction
of the households in poverty during the 92- 93 SIPP panels will
receive incentives, the remainder will be in a control group that
does not receive incentives. Census must design a matched (but
random) way to allocate PSUs or regions to the two treatment groups
so that, based on '92-'93 data, the two groups have approximately
equal response rates in the poverty stratum and approximately equal
numbers of households in poverty; 2) Respondents must be told that
the incentives are tokens or gifts in a manner that does not imply
any subsequent payment or gift; and 3) Census will coordinate the
design of the sample strategy for the test (prior to data
collection) and the results of the test (after data collection)
with OMB. Changes submitted during the review (including the memo
of Jan. 27, 1997 covering questions for the 1992 SIPP panel only)
are hereby approved and will be added to the docket.

The SPD-Bridge Survey is a
household-based survey designed as an omnibus data collection
vehicle that can provide the basis for an overall evaluation of how
well wlefare reforms are achieving the aim of the Administration
and the Congress, and meeting the needs of the American people. The
SPD measures features of the welfare program, both programs being
reformed and those that remain unchanged. Also measured are other
important social, economic, demographic, and family changes that
reflect the effectiveness of the welfare reforms.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
