The collection of information is
contained in a final rule to implement provisions of the Oil
Pollution Act of 1990. The Minerals Management Service needs the
information to ensure compliance with the Act. The MMS uses the
information to determine effectiveness of spill-response
capability, to verify that state plans meet the minimum OPA
requirements, to oversee spill-response efforts; to assess efforts
to prevent oil spills or substantial threats of such, etc.
Respondents are owners or operators of facilities located in both
State and Federal waters seaward of the coast line.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
