MMS requires the information to ensure
compliance with the Oil Pollution Act of 1990 (OPA). The MMS uses
the information to determine effectiveness of spill-response
capability; to verify that State plans meet the minimum OPA
requirements; to oversee spill-response efforts; to assess efforts
to prevent oil spills or substantial threats of such, etc.
Respondents are primarily owners or operators of facilities located
in both State and Federal waters seaward of the coast
line.
