in order to impove the efficiency of these surveys, ED agrees to
the following conditions: 1) ED will maintain an effort to
streamline these surveys by both continuing to detect areas where
duplicative information is being reported and to discard those
phone survey questions that are so lengthy as to negatively affect
the quality of the data; 2) In an effort to improve the quality of
the data, ED will ensure that interviewers are trained to deal with
the contigency that respondents are confused by the length of
certain questions; 3) In applicable cases, ED will ensure that
respondents are made aware of when they are expected to report
"rough estimates" vs. actual values. 4) ED will ensure that
respondents are made aware of when they are expected to report
"rough estimates" vs. actual values; 5) ED will develop as part of
their analytical framework a "baseline." This baseline will
inventory prior assessments of professional development activities
in general and prior assessments of the Eisenhower program
specifically. Furthemore, this baseline will provide an analytical
and historical context for comparing the results of this current
survey with prior assessments of professional development
activities and outcomes.

The Planning and Evaluation Service is
conducting a 3-year study to evaluate the Eisenhower Professional
Development Program and to report on the progress of the program
with respect to a set of performance indicators established by the
Department of Education. The evaluation will provide information on
the types of professional development activities supported by the
program, the effects of program participation on classroom
teaching, and the quality of program planning and coordination.
Clearance is sought for a national profile, in-depth cases, and a
longitudinal study.
