This collection
is approved with the changes in guidance to respondents on race and
ethnicity provided to OMB 8/7/97. OMB would like OJP to continue
giving them status reports on the census's progress, particular as
it concerns the Federal standards on race and ethnicity and
administrative records. We urge OJP to continue its improvement of
its census instrument given the documented problems of data
collection and the use of administrative records for census
responses.

This data collection will become
OJJDP's main vehicle for collecting information on the population
of youth in the custody of the juvenile justice system. It will
collect individual level data (micro-data) on each youth in custody
for an offense on a specific date. It will provide the most
complete and accurate data on this population.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
