The Toxic Substances Control Act
(TSCA) requires that any person wanting to manufacture, process, or
distribute PCBs in commerce must petition EPA for an exemption to
do so. EPA's rules governing exemptions provide that EPA may set
terms and conditions for granting exemptions. This request is for
approval to require recordkeeping and reporting as a condition of
granting original or renewal exemptions.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
