THE TOXIC SUBSTANCES CONTROL ACT
REQUIRES THAT ANYONE WHO MANUFACTURES PROCESSES OR DISTRIBUTES
PCB'S IN COMMERCE MUST PETITION EPA FOR AN EXEMPTION. EPA'S RULES
GOVERNING EXEMPTIONS PROVIDE THAT EPA MAY SET TERMS AND CONDITIONS
FOR GRANTING EXEMPTIONS. THIS COLLECTION REQUIRE REPORTING FROM
APPLICANTS FOR EXEMPTIONS AS A CONDITION FOR GRANTING ORIGINAL OR
RENEWAL EXEMPTIONS.

1320.8(b)(3).
