This collection
is approved on the condition that CDC agree not to report
information from the NNIS as national estimates since the
information collected from acute-care hospitals is not randomly
sampled from the universe of acute-care hospitals in the U.S. In
addition, CDC agrees to inform OMB of developments regarding the
JCAHO's ORYX System and its potential impact on NNIS. Finally, the
collection is approved as amended by CDC's revision of 5/23/97 to
include the burden for collecting the data, entering the data into
the surveillance system, and transmitting the data to CDC. Note:
This collection expired 5/31/96 and, because it has continued to
remain in use since the expiration, is a violation of the Paperwork
Reduction Act of 1995. CDC must take additional steps to ensure
that such violations do not take place in the future.

The NNIS System is currently the only
source for National Data on nosocomial hospital associated
infections in the United States. It is a collaborative project
between CDE and voluntarily participating hospitals in the U.S. The
goals of the system are to: (1) Develop comparative nosocomial
infection rates that can be used to assess quality of care; (2)
describe the scope and magnitude of such infections in the U.S.;
(3) identify risk factors; (4) improve patient care; and (5)
conduct collaborative research.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
