MARAD submiited
proposed changes to be incorporated in a final ru le for review on
2/12/96. Proposed changes are in response to pu blic comment that
the requirement of the MA-172 and an audited financial statement
was beyond the statutory authority contained in the Maritime
Security Program and should not be required. It is our
understanding that MARAD will now require a Form MA-172 or an
audited statement. This information collection is approved with
this change.

The Maritime Security Bill provides
for the acceptance of applications for enrollment in the Maritime
Security Fleet. Applications and amendments, therto, will be used
in the selection process of vessels for the fleet. The respondents
are carriers desiring to enroll their vessels in the Maritime
Security Program Fleet.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
