Abstract: The Maritime Security Bill provides for the acceptance of applications for enrollment in the Maritime Security Fleet. Applications and amendments thereto will be used in the selection process of vessels for the fleet. The respondents are carriers desiring to enroll their vessels in the Maritime Security Program Fleet.
