This rule requires packages to show
the established name for the product and restricts cigarette and
smokeless tobacco labeling and advertising to a "text only" format.
If a firm intends to use a form of advertising that is not
described in the rule, it has to notify FDA of that intention.
Firms also have to submit samples of labels, labeling, and
advertising to FDA. It also requires manufacturers, importers, and
distributors to provide medical device reports concerning product
contamination and serious adverse events that are not well-known or
well-documented.

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
