The NPRM would require packages to
show the established name for the product and require firms to
establish and maintain an educational program to discourage persons
under age 18 from using cigarettes and smokeless tobacco products.
The NPRM would also restrict cigarette and smokeless tobacco
product labeling and advertising to a "text only" format. The NPRM
would further require firms to submit copies of labels and labeling
and representative samples of advertising to the FDA.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
