OMB approves
Phases I and II of this survey as revised pursuant to discussions
on September 15, 1995 with the VA and OSTP. VA agreed to revise the
survey to address concerns expressed in OSTP's memorandum to Sally
Katzen dated September 13, 1995. Due to this delay in finalizing
VA's national prevalence survey, OMB expects to meet with VA, DoD,
and HHS to discuss its expecta- tions in early October rather than
September 1995. All other aspects of OMB's 9/1/95 clearance remarks
remain binding.

This survey of Persian Gulf veterans
is the result of the enactment of Public Law 103-446 (section 109).
Mail interviews will be conducted with the study participants. Data
will be validated using birth, medical, and military personnel
records.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
