OMB approves
Phases I and II of the National Health Survey of Persian Gulf War
Era Veterans (as amended 8/29/95 and 9/1/95) for the express
purpose, as VA's Justification indicates, of implementing Section
109 of P.L. 103-443. Section 109 requires that in consultation with
the Department of Defense, the Secretary of Veterans Affairs carry
out "a survey of Persian Gulf veterans to gather information on the
incidence and nature of health problems occurring in Persian Gulf
veterans and their families." In addition, OMB notes that this
submission is the first PRA- approved survey in a series of
research activities sponsored by the Persian Gulf Veterans
Coordinating Board. Because this is a valid and reliable national
survey, OMB expects that subsequent Gulf War studies submitted for
OMB review would be designed to ensure valid comparison of
prevalence findings with this VA effort. OMB will further
articulate these expectations in a meeting between VA, DoD, and CDC
staff in September 1995.

This survey of Persian War Era
veterans is the result of the enactment of Public Law 103-446
(section 109): Mail interviews will be conducted with the study
participants. Data will be validated using birth, medical, and
military personnel records.
On behalf of this Federal agency, I certify that
