THE ADOPTION OF THESE CLASS EXEMPTIONS
UNDER THE EMPLOYEES' RETIREMENT SYSTEM ACT (FERSA) WOULD PERMIT
FIDUCIARIES WITH RESPECT TO THE FERS THRIFT SAVINGS FUND TO ENGAGE
IN CERTAIN TRANSACTIONS THAT WOULD OTHERWISE BE PROHIBITED UNDER
FERSA.
