OMB wishes to
point out that HUD form 51234 expired on 11/30/89. HUD has not
complied with the Paperwork Reduction Act implementing regulations
(5 CFR 1320.4) which states that, "an Agency shall not engage in
collection of information without obtaining approval and displaying
a currently valid OMB control number...and expiration date. The
public shall note that under Section 1320.5, "not withstanding any
other provision of the law, no person shall be subject to any
penalty for failure to comply with any collection of
information...that does n contain a currently valid OMB control
number."
