proposed section 17(a)(2) policy changes are not approved, in part.
The increased burden associated with the multilingual
acknowledgement statements (244 hours) and the research product
verification (98 hours) has demonstrated practical utility and is
approved. However, at this time, it is unclear whether the change
the "similarity exemption" is the least burdensome necessary (5 CFR
1320.4(b)(1)). Public comments on the proposed policy change will
hel evaluate the merits and whether the increased burden (549
hours) is accurate. In addition, EPA shall reexamine its assumption
that per shipment (rather than annual) reporting is minimal basedon
public comments.
