months with the following conditions. (1) HUD must explain why it
claimed credit for the termination of this information collection
in its FY 1989 ICB Exhibit 3 submission. (2) HUD must provide OMB
with a copy of the revised handbook indicating the deletion of the
exemptions for choosing higher utility cost combinations. The
submission of the revised handbook was included in OMB's last
conditions for approving this information collection. (3) HUD has
not addressed OMB's concerns regarding whether HUD's cost analysis
method will lead to efficient utility combinations. HUD must
explain the differences between the Department of Energy's "present
worth method" for performing cost analyses and HUD's method, the
"analyzed cost method." This explanation should discuss why HUD's
method will result in a more efficient selection of utility
combinations. Also, HUD should indicate whether the "analyzed cost
method" utilizes the discounting of out-year costs and
benefits.
