Terms of Clearance: Approved for 3 months with the following conditions. Since the Department has not provided an adequate justification for allowing higher utility cost combinations under reasons 2,5,6, and 8 (on pages 1-9 and 1-10), the request to collect information under these reasons is not approved. The Department must delete these reasons from the Handbook, and submit to OMB a revised copy of the Handbook by 7/29/88. In addition, the Department must indicate why reasons 3 and 9 would not already be included in the cost analysis used to determine least-cost utility combinations -- as described in 1-6(a)(9) and 1-6(a)(2). OMB is also concerned that the data and LCC estimating methodology specified by the Department will cause PHAs to choose inefficient utility combinations. Before resubmitting this clearance for OMB review in August, the Department is directed to consult with the Department of Energy's Office of Buildings and Community Systems: Conservation and Renewable Energy on the data used in the LCC analysis and the LCC methodology. The Department must report to OMB on the findings of this consultation when it resubmits this clearance for OMB review.
