CHANGE ORDERS AND/OR PROCEED ORDERS
ARE NEEDED TO FORMALIZE A CHANGE IN CONSTRUCTION OF A HOUSING
PROJECT. THEY DIRECT A CONTRACTOR TO ADD, DELETE OR SUBSTITUTE
CERTAIN CONSTRUCTION ELEMENS AND ESTABLISH A COST FOR THE WORK AND
TIMEFRAME FOR COMPLETION. THEY ARE PREPARED BY THE PROJECT
ARCHITECT, REVIEWED AND CONCURRED IN BY THE PHA, ACCEPTED BY T
CONTRACTOR AND SUBMITTED TO HUD FOR APPROVAL.
