will supply two copies of the GAO and IG reports and supply written
answers to the following questions: (1) How much does it cost the
government to generate and use the information gained from
comparing Form 3430 with Form 139? (2) How much would it cost
instead to monitor contract performance via spot on-site checks to
ensure proper supervision of contract personnel by the contractor?
(3) Estimate costs to the contractor under each of these two
scenarios. (4) How much has the government saved as a result of the
use of Form 3430? (5) What are the total and average values of the
contracts under which this report is required? (6) For what types
of contracts are these forms used besides contract guard services?
(7) What actions are taken against non-performing contractors in
addition to making deductions where surveillance shows particular
hours were improperly charged? (8) Has GSA considered additional
deductions beyond those based on specific cases of nonperformance
observed during surveillance (for example, deductions determined by
applying the observed nonperformance rate to all hours charged)?
(10) Has debarment been considered? (11) Provide a typical contract
highlighting the deductions provisions.

ADMINISTRATION OF BUILDING SERVICE CONTRACTS. THE FORM IS SUBMITTED
BY CONTRACTORS AND IS USED TO ENSURE THAT THE LABOR HOURS REQUIRED
BY THE CONTRACT ARE PROVIDED.
