THE PROPOSED AND FINAL RULES WILL ADDRESS OUR CONCERNS ABOUT THE
NEED AND BURDEN OF THE RECORDKEEPING REQUIREMENTS THAT WE HAVE
RAISED IN EARLIER REVIEWS. IN THE PROPOSED AND FINAL RULES, THESE
PAPERWORK REQUIREMENTS SHALL HAVE BEEN EITHER COMPLETELY JUSTIFIED
