THIS COLLECTION OF INFORMATION THROUGH 12/86, BY WHICH TIME THE
AGENCY PLANS TO PUBLISH A PROPOSED RULE REVISING THESE
RECORDKEEPING REQUIREMENTS. TO DATE, THE CONCERNS WHICH WE RAISED
IN OUR CLEARANCES DATED 4/17/84 AND 12/06/84 HAVE NOT BEEN
ADDRESSED AT ALL. WE REMAIN CONCERNED THAT THE NEED AND PURPOSE OF
THESE RECORDS ARE NOT CLEAR. OTHER APPROACHES, SUCH AS A
CERTIFICATION, WOULD SEEM TO MEET THE AGENCY'S NEEDS AND WOULD
IMPOSE A LESSER BURDEN ON THE PUBLIC. IF THESE REQUIREMENTS ARE
RETAINED IN THE PROPOSED RULE, THE AGENCY SHOULD COMPLETELY JUSTIFY
THESE RECORDKEEPING REQUIREMENTS IN LIGHT OF OTHER, LESS BURDENSOME
RECORDKEEPING ALTERNATIVES.

CERTAIN TESTS AND EXAMINATIONS WHICH ARE REQUIRED TO BE PERFORMED
TO MONITOR THE VENTILATION SYSTEM IN UNDERGROUND COAL MINES. THE
INFORMATION IS USED TO INSURE THAT THE INTEGRITY OF THE VENTILATION
SYSTEM IS BEING MAINTAINED AND THAT A SAF WORKING ENVIRONMENT IS
BEING PROVIDED TO MINERS.
