Abstract: TO OBTAIN NECESSARY PARTICIPATION AND PERFORMANCE DATA ON THE ECIA CHAPTER 1 PROGRAM THROUGHOUT THE NATION, NEEDED TO MANAGE THE PROGRAM EFFECTIVELY AND TO PROVIDE THE SECRETARY WITH THE INFORMATION NEEDED TO COMPLY WITH SECTIONS 417(A), AND 418(A), AND SECTION 422 OF THE GENERAL EDUCATION PROVISIONS ACT, AND SECTIONS 555(D) AND 555(E) O CHAPTER 1, ECIA.
