DATA AND ITS COMPLETENESS, ITS UTILITY TO THE FEDERAL GOVT., AND
RESULTS OF FURTHER CONSULTATION WITH STATE AND LOCAL OFFICIALS. OMB
IS CONCERNED WHETHER PART III OF THE REPORT ON ACHIEVEMENT, WILL
YIELD MEANINGFUL RESULTS IN TERMS OF PRACTICAL UTILITY TO THE
FEDERAL GOVERNMENT. ANY NONCOMPERABLE DATA OBTAINED FROM THE STATES
IN RESPONSE TO THIS REQUEST SHOULD NOT BE AGGREGATED ACROSS STATES
BUT USED CAREFULLY AND WITH APPROPRIATE CAVEATS.
