Abstract: PART 274.8 OF THE FS REGULATIONS REQUIRES EACH STATE AGENCY OPERATING AN AUTHORIZATION TO PARTICIPATION CARD (ATP) ISSUANCE SYSTEM FOR FOOD STAMP HOUSEHOLDS TO REPORT MONTHLY TO FNS ON THE RECONCILIATION OF THE TRANSACTED ATP'S AGAINST THE MASTER FILE OF THOSE HOUSEHOLDS ACTUALLY AUTHORIZED TO PARTICIPATE. THE RESULTS OF THIS PROCESS ARE USED TO IDENTIFY STATE AGENCY LIABILITIES FOR LOSSES, TO REDUCE WASTE, AND TO REGULATE AGAINST PROGRAM ABUSE.
