Abstract: FOOD STAMP REGULATIONS PART 273.8 REQUIRES EACH STATE AGENCY OPERATING AN AUTHORIZATION TO PARTICIPATE CARD (ATP) ISSUANCE SYSTEM FOR FOOD STAMP HOUSEHOLDS TO REPORT MONTHLY TO FNS ON THE RECONCILIATION OF THE TRANSACTED ATP'S AGAINST THE MASTER FILE OF THOSE HOUSEHOLDS ACTUALLY AUTHORIZED TO PARTICIPATE. THE RESULT OF THIS PROCESS IDENTIFIES STAT AGENCY LIABILITY FOR LOSSES REDUCES WASTE AND REGULATE PROGRAM ABUSE.
