Abstract: THE ETA PROGRAM MANAGEMENT INFORMATION SYSTEM MUST PROVIDE SUFFICIENTLY CREDIBLE INFORMATION UPON WHICH MANAGEMENT CAN MAKE POLIC DECISIONS, INSURE CREDIBLE REPORTS TO CONGRESS AND THE PRESIDENT, AND IN THE CASE OF UI, INSURE FAIR DISTRIBUTION OF FUNDS. THE VALIDATION PROCESS ATTEMPTS TO INSURE THE ACCURACY AND COMPARABILITY OF DATA REPORT TO THE SYSTEM.
